I got all the way to the RockStar And I downloaded the update, but when I click PLAY in RockStar it says an error:
"This application has failed to start because xlive.dll was not found. Re-installing the application may fix this problem."

The game works fine for me.
To convert the game to english go into the "grand theft auto IV / common / text" folder, remove or rename the file called russian.gxt , make a copy of english.gxt and rename it to russian.gxt

1. if u can't save, u gotta create new GamesForWindows Live account ( select offline account)
2. its 8 gb coz its COMPRESSED

Nice attempt, but I would recommend people to download a different torrent.

This might only be 8gb to download, but by the time the game is fully installed you could have downloaded and have a 14gb torrent running.

This torrent is great, some people are idiots if this doesn't work, clean, compressed full game, NO drunken cam, FIXED! and to change to english just rename the AMERICAN file to russian. and delete the actual russian lang. I never found an "English" lang file, just "American" been playing for about 20 some hours through out my week, hasn't crashed once.
